German transport minister proposal also wants driver to remain at the wheel all times

Germany is working on new legislation for autonomous driving vehicle that will require manufacturers of cars featuring autopilot technology, such as Tesla’s, to install a black box in such vehicles to help determine responsibility in the event of accident, reports Reuters, citing sources in Germany’s federal transport ministry.
